RUSSIA AND AUSTRIA.
Vienna, December 12. The semi-official journal, "Fremdenblatt, m an article to-day, declares that the diplomatic relations between the Austrian and Russian Governments are excellent; but the military situation on the Galician frontier remains unchanged, and demands the utmost vigilance on the part of the authorities, i m order to prevent Austria being taken by surprise.
