FRENCH POLITICS.
Paris, Deoember 13. President Carnot's message to the National Assembly proclaims the )olicy of the Government to be one of :oncord. Political reforms will, be at
once introduced, with a view to improving the financial administration. Referring to the foreign policy of France, the message states that it will be the aim of the Government to prove to Europe the desire of the Republic to help to.strengthen the general peace.
