New York, December 13, Sir H. Tupper, High Commissioner of Canada, was interviewed whilst on his way from Chicago to Manitoba, and m reply to questions as to the probable result of the Fisheries Commission, declared his firm conviction that the Commission would effect a settlement of the dispute, which would be found to satisfy all the parties concerned.
