London, Deoember 6. President Cleveland m his message to Congress, stated the surplus next time would be one hundred and forty millions of dollars, which would imperil the financial situation. The tariff laws were vicious and illogical and required amendment, which could be done without injury to manufacturing interests. The wool tariff was illusionary and injurious. to farmers.
