Rouvier, the Premier, after an- : nouncing the President's intention to both Chambers, will again tender his resignation. London, December 1. M. Blowitz, Paris correspondent of the "Times," predicts that M. de Freycinet, on the second ballot, will be elected President of France by an immense majority.
