THE GOVERNMENT RAILWAYS BILL.
The Government Railways BUI Introduced into the Legislature by the Hon. Mr Ml tohelson iß§a measure of 85 clauses, and deala exclusively with the placing of the railways under a Board of Commis - ■loners. Three Commissioners are to be appointed for a term of five years, renewable by Order-In- 0 ounoll for a further term of not exceeding five years The amount to be paid by way of salaries and allowances haa been left blank for the House to determine. The Commissioners are prohibited from becoming iutero.ted m any contraot under a penalty of £500 or three years' imprisonment, m addition 'to vacating office. Tho Gover no r-irv-Connc'l may empower the Oem mission ers to construct any railway at present or hereafter to be constructed, or any work on any part of any such rail .ray, and all aailwaya constructed are to be vested In the Commissioners. The Governor or Minister for Publio Works are to have no control whatever over the railways vested In tbe Commissioners Tho question of \ deolding upon cups for stations, Bheds, jetties, building*, Ac., is left entirely to the Board. The Commissioners may ' a PPIy t° the Minister for Publio Works for Buoh moneys, to be issued ont of imprett, as may be necessary, to provide additional stores, plant, material, rolling atock, stations, sheds, or other accomodation, whioh m their opinion may be required to enable them to meet the tr.ffio rrqulrements, or ensure the efficient working of the railways, and the Minister may comply with such request on sneb terms as he thinks fit. Power Is given to the Commissioners to lease refresh* ment rooms, &c, and to grant licenses to ■ell spirituous or fermented liquors at snob rooms. They may also make, alter, and revoke by-laws relating to tbe conduct of the railways. The working of tbe railway telegraph lines la vested ln them, and they and the Postmaster-General may enter Into contracts or agreements with respect to the reoeipt, carriage, and conveyance of letters, papers, a.d parcels, •nd with respect to any other matter In relation to postal servica, the Governor-in-Oouncll to be the arbiter m ea.e of any ' difference arising with regard to the conditions of such contracts. The Commlssloners are empowered to enter into contracts relating to the construction or working of railways, bnt all contracts over £20 must be by public tender. They may appoint or remove employes, and may appoint without examination poisons possessed of special qualifications, provided that no such appointment shall be made unlets the Commissioners have previously certified to the Governor that there is no one m the railway service fit to be promoted to such appointment and the Governor gives his sanction thereto. The officer at the head of eaoh branch of the railway service is to have power wfth respect to any employe m his branch who has been guilty of mleconduct to Buspecd, fine, or reduce him In rank or pay, the employe having right of appeal to the Commissioners. In case of aooident or CoUl-lon the Commissioners are to appoint suoh officers aa they think fi* to bold an enquiry Into the matter, and forward ■nob report to the Minister for Publio Woaks; and the Minister, if he thinks that a more formal investigation is necessary li to notify the same to the Governor, who may direot snch investigation to be held. The remainder of the Bill deals chiefly with the machinery necessary to give effect to the provisions already referred to. It needs no eo_m_t.nt :— " Mr John Loveday, of the Bulli Mountain, writes to us that after sufiering for four years With acute gravel, he has experienced almost complete relief by using Sander and Sons' Euoalypti Extract. He says seeing the said Extract advertised m the » Illawarra Mercury,* his intense suffering induced him to obtain a bottle of the medicine from Mr Hoskinp, ohemist, of this town, and that the use of it gave him great relief at once. He states that between the 10th March instant, when he ; obtained the first bottle of the extract, and on the 19th, the use of that medicine oontinued to afford him relief, to which he had been a stranger for four years. Mr Loveday writes also that ho has found the Eucalypti Extract a care for rheumatism as well as gravel. He requests ub to publish this information through the 'Mercury.' We have muoh pleasure m complying with Mr Loveday'B request, whose word cannot be doubted, and who can have no object m view other than a pure desire to benefit sufiering humanity." (Adv
