Twelve bounty-giving States are represented at the Sugar Conference, America is absent. The "Times' opposes countervailing duties.

Lord Dunraven, addressing the Bounties Conference, said that the fiscal reforms agitation was ripening, but he deprecated any pressure being brought to bear on the Government until the general political atmosphere had cleated.
