THE GERMAN ARMY.
The Sprech from the Throne on the opening of the German Reichstag has had the effect of causing a depression on the various Bourses. The newspapers generally interpret as unppaceful certain passages of the Emperor's speech, notably one wherein the announcement is made that the Landwehr will undergo re-organisation, whereby the German Army will be increased m number.
