OPENING OF GERMAN PARLIAMENT.

Bsriin, November 24. The Reichstag was formally opened to-day. The speech from the throne stated that it would be the policy of Germany to cultivate friendly relations with all the powers thereby preserving the peace of Europe. It was the intention of Government to strengthen their policy by entering into treaties and concluding alliances with other nations, and it was further stated that Germany was entirely opposed to all aggression. 1
