Mr Cox, M.P. for East Clare, sumtnoced to appear at Ennis on a charge of attending proclaimed meetings, failed to appear when called upon, and a warrant was accordingly issued for bis arrest. Mir Balfour, Chief Secretary for Ireland, speaking at the Town Hall, Birmingham, accused Mr Gladstone of laboring to frustrate the efforts of the Government to restore order in Iteland by palliating the commission of crime, and inciting. the people to perpetrate acts against the lav. Government, Mr Balfour declared, would, nevertheless, bravely persist in enforcing law and order, and would finally triumph over their opponents. Losdon, November 4. A moonlighter has shot and severely wounded a farmer at Tralee while the latter was assisting a boycotted neighbor. The ".United Ireland " urges the general application of the plan ol campaign, in order to avenge O'Brien, The Marquis of Hartington and Mi Goscbeo will speak at Dublin on the •ftth iost.
