[aKUXKR'S TBLRORAIIM-KJOOrXBWHT, London, October 23. , It is announced that the English and French Governments having concluded negotiations m connection with the New Hebrides question and neutralisation of the Suez Canal, the necessary Convention will be signed to-morrow. In the case of the Canal the Treaty provides that it shall remain open as an available route during time of war, when no hostile act will be permitted at the approaches to or on the bauks ot the Canal, with a neutral zone, 10 be fixed by an International Cora- ; mission. The powers engaged m v hostilities are forbidden to disembark or embark troops or supplies within the canal. E^ypt is to make the treaty respected, aad. if unable to do she will appeal to the Porte, which wil^cdncert*? with the other powers to take the necessary measures for enforcing the provisions of the treaty. In the convention regarding the New Hebrides the engagements entered into between England and France m 1878 and 1883 are confirmed, and it is provided that Fraoce shall evacuate the island, and that the French and British shall securer! the safety of their respective subjects, '
