HARBOR DEFENCE.
Captain Carr, of the Royal Engineers, has been directed by the War! Office to prepare a scheme for the complete defence of the harbors of the United Kingdom. The newspaper comment adversely on the appointment, and urge that an officer holding a higher position should have been selected.
