Madrid, October 13. Sir Vincent Barrington, accredited representative of the British Royal Commission for the Melbourne Exhibition, has arrived m this city. He was accorded a most favorable|reception . by Senor Moret, the Minister of, Foreign Affairs. In response to Sir V* Barrington's representations Sefior Moret promised to consider the question of the Philippine Islands participating m the Melbourne Exhibition.
