Constantinople, October 4

It is announced that the Porte has signified its acceptance of the Russian proposal that General Enroth should proceed to Bulgaria for the purpose of effecting a settlement of affairs m that country. Russia has agreed that an Ottoman Commissioner should accompany General Enroth but m a subordinate position, and proposes that the Commissioner's stay m Bulgaria should extend over at least four months'.
