London, September 30. In his speech at Birmingham Mr Chamberlain said that two-fifths of the Irish people were opposed to Horae Rule, and Mr Gladstone was to blame for the unsettled state of Parliament m regard to Irish affairs. Instead of agitating for Home Rule, Mr Gladstone should devote his attention to the questions of Local Government, and economy m official administration. Archbishop Walsh, who recently suggested a conference between landlords and tenants on the rent question, has been invited by the convention of landlords to nominate delegates on behalf of the tenants. Archbishop Walsh, m reply, says although the convention approved his proposal, he is not sanguine that there will be any successful result, and he fears further delay will take place before tenants will secure the advantages and benefits for which they Are agitating. Messrs O'Brien and O'Sullivan and the Mayor of Dublin have been summoned to appear on Thursday for publishing m the newspapers " United Ireland " and " Nation " reports of the doings of suppressed branches of the National League.
