THE POLITICAL CRISIS.

"WsMiiHaxoN, September 29 The Preei Assuciation ia la a position to ■apply the following information Inregaid to the political crisis All the Ministers •xcept Mr Richardson will be here, and the latter will arrive on Saturday. Aa Sir R. Stoat has announced his intent ion to retire from public life for the present tbeie it no doubt he will give In his resignation to the Governor •nd his resignation carries with it thtt of the whole Government. Th* Governor will then ask him to bod office ontil the successors to the Government ■re. proposed to be sworn In, and Hie Excellency will probably at once send for lone one to form a new Government In 1884 Mtjor Atkinson delayed giving m his resignation until Parliament met. the reaion being, that m the absence of member! from Wellington there was a difficulty m making the necessary arrangements and holding the usual conference. There la however, nothing m the point, lot after the resignation is given Jn it rests with the Governor for whom he will send, and if he eenda for Major Atkinson he will have to await his arrival mnd if Major Atkinson undertakes ihe task, he will ask for the time he considers Becesßary to perform it. The possibilities, therefore, point to the Government immediately tendering their resignation, and holding office at the request of the Governor until a new Government is formed. There is another point about which there Is general misconception. A retiring Minister does not volunteer advice ; he only gives it it requested by the Governor to do so. In 1884 the Governor did not aßk Major Atkinson for advice, and probably he will follow the same course on the present occasion.
