London, August 28. Prince Ferdinand occupies an isolated position, and bis haughty manners displease the Bulgarians. A political deadlock is impending. The Czar has violently reproached Prince Ferdinand with a breach of the Treaty of Berlin, and the Sultan has addressed him m similar but more moderate terms. The Porte is yielding to Russia. Germany and France are likely to agree to the proposal that a Russian General, with full powers, shDuld accompany Artin Effendi on his mission to Bulgaria.
