The editor of this special sheet ; to wbioh the Czar la the only subscriber, and which appears m a ■ingle number, saw no harm m inserting the reports of the foßtivlttsa on the occasion of Emperor William's ninetieth birthday anniversary which caused the Czir to exclaim Badly : " I shall never live to reach four-score years and ten, and have the benediction of millions of of my subjects showered on my head I"
