[BEUTiER'S TELBQE&MS — OOPYHIGHT.] Bkblik, August 16 The " Nord Deutsche Zeitung," iv an article to-day, regarding Prince Ferdinand, expresses its opinion that his manifesto to the people of Bulgaria can only be regarded as aa averment of independence, involving the violation of the treaty of Berlin, of which Germany must disapprove. St. Petebsbubg, August 16, It is. announced that the Russian Government has addressed a protest to the Powers against the action of Prince Ferdinand, and has urged them to join them m disapproving. (Received August 18, 10 50 a.m.) St. Petersbokg, August 17. In the semi-official "Journal de St Petersburg " an article on the action of Prince Ferdinand declares his assumption of power as ruler of Bulgaria as an audicious attack upon the rights of Europe and a flagrant breach of the Treaty of Berlin. " Should the Powers admit this violation, can it be supposed," says the journal, " that Russia will consider herself bound to uphold the remainder of the Berlin Treaty." [&PJECIAL TO PKEBB ASSOCIATION.) London, August 16. The recognition of Prince Ferdinand's election is exciting interest, and it is feared that complications will arise. It is announced that Russia has warned the Porte that thsy will consider the Berlin treaty abrogated if the Powers recognise Prince Ferdinand.
