RUSSIAN DESIGNS.
London, August 3. The Czar has asked the Ameer of Bokhara whether his subjects are willing to assist Russia m the event of military operations. The chiefs hnve refused to aid Russia m consequence of being Moslems, and have threatened to raise ft revolution if the Ameer accedes to the Czar's request
