ASHBURTON BOROUGH COUNCIL.

1 The ordinary fortnightly meeting of the 7 Aehborton Borough Council was held at the Council Chambers, Baring Square, f last evening. Present— The Mayor (Mr X. Saaly), and Oounclllnra A. The amount 8 t which had been received since last meeting were :— Borough seal, £1 U ; library accoun.', £1 15*; rents of reserves, £28 f 10a ; ratee, 1886, £1 8a ; do, 1887, £176 t 13i ; fines, fees, etc , under bylaws, £3 } 63 There was yet to be received from Government balance of subsidy, amounting to£93Jsj. „ * • COBRE&rONDENCE 1 Letters were read— (l) From Property J Tax Department, stating that vouchers t for subsidy had been forwarded.— (2) 1 From Mr P. Walker, applying to have the , nome of Beid and Gray substituted for i his on the rate roll. It was pointed out that the Council had no power to make the alteration asked till a new roll was > made out. —(3) From a ratepayer, asking 1 time m which to pay his rates, or else k tbat employment might be given him, by I which me%BB he might work the amount , out. Becolved.— (4) From Upper Ash- ( barton Road Board, agreeing to act m conjunction with the Council m regard to the matter of a Board of Health, engineers' report. The Eogineera reported as follows :— , River Enoroaohment : The Works Comr mitiee met and inspected iho plantation reserves whore the river has encroached, ' and gave instructions for the fences to be recovered as much as po Bible and reerected. This has been done m the lower paddooks, and the men are noar at work m Norman'n paddock. They also - inspected the protective works at the back of the Old Men's Home, and gave instructions to have the No. 3 groin repaired, and the No. 2, which had been washed away, to be reinstated, which work is being proceeded with. The Committee thought that with some scooping the Btream oould be diverted to the middle of the bed of the river. We have tried this, but find what little has been done to be ineffectual. We intend, however, to take some levels and have another try. The Works Committee also authorised us to have a piie engine made at a cost of not more than £15 — Supply of Metal : Owing to the bad state of the approaches to the -river the contractor applied to have the delivery of the remainder of the road metal postponed for a month, and after consulting the Mayor and Chairman of the Works Committee it was assented to . The report was adopted. BOARD OP HEALTHThe Committee which had bqpn appointed to consider the question of forming a local Board of Health, submitted a report pointing out the various Acts which gave local bodies power to constitute themselves Boards of Health. The Committee also stated that it had caused letters to be addressed to the various Boad and Town Boards within the County, asking their co operation. The report was adopted, but action was deferred till replies had been received from all the local bodies who had been communicated with. A DANGEROUS SPOT. It was decided to call the attention of the Engineer to a defective cellar- door m West street. RIVER ENCROACHMENT. Mr B. Lancaster waited on the Council iv reference to the matter of river encroachment. He said that he had been subjeotod to a loss of £100 already, and would be put to another £130, He had been iuformed that the river oould be diverted without aff.oting the opposite Bide, and as this direralon would afford him very great relief, inasmuch as it would give him an opportunity of thoroughly protecting his lend, he asked the Council to take the matter Into consideration.— -Beferrad to Works Committee with power to aot if necessary. PAYMENTS. Accounts amounting to £63 5a lOd were passed for payment, and thej Council adjourned,
