SIR R. STOUT AT DUNDIN
DUNEDINj July 5. Sit Robert Stout delivered another address this evening. He sgalo dealt with the public accounts, and then explained the provisions and policy of the Land Acquisition Bill, the proposals of Government aa to graduated taxation, and the position of parties m the House, stating that he agreed with Major Atkinson on nearly four out of five points of policy. The following of Major AtkJnaon; or a large] proportion thereof, controlled the leader of the Opposition, and prevented him from carrying "oat liberal measures of which he approved. The opposition to Government was to their land and taxation proposals, and came from wealthy.members of both' Houses, who were prepared to saorifice the Education system, and £0 do away with the property tax exemption, In order to relievo themselves of onesixteenth of a penny additional taxation. He received a vote of confidence.
