Dr Pollen re stated his objections as to allowing borrowin A considerable debate ensued; Selwyn County Council was passed by. Clause 5, apparently mek'ng some verbal alterations; was stigmatised as unintelligible and thrown out. Amendments were the • added end the Bill was reported. BI r LS DROPPED. Several other Bills were deferred. MIHB3 ACT. Mr Bonar mored the second reading of the Mines Act Amendment Bill, explaining that it was chiefly intended for the mines of the West Coast, and to remedy defects m the Act of last cession, Dr Pollen raised an objection to some of the financial provi? ions, and moved that it be ie&d that day six months. Mr Buck'ey paid they had better adjourn the Council at once. The second reading was carried by 15 to 10. LOANS T6 LOCAL BODIES On the motion not to insist on the Oounoil's amendments m the Government Loans to Local Bodies Bill a discussion arose, and Mr McLean moved the adjournment of the debate which was carried by 13 to 12,
Mr McLean wished to have it adjourned for a month, but Mr Buckley protested •gainst this attempt to kill the Bill, aiid On a further division the debate was adjourned till to morrow by a majority of 2. ... REVENUES BILL The Public Bevenues Bill was introduced from the other Chamber and re ad a second time m Committee. BILLS PASSED. In the Mining Act, clause 8, allowing half cost of resuming lands to be paid out of the goldfields revenue of the district, was strongly opposed and an amendment carried removing the gold duty from the operations of the clause, A clause was added preventing mine managers acting as sharebrokers, under a penalty of £50. The Bill as p.rcended was read a third time and passed . " The Public Bevenues Bill passed its remaining stages and it was agreed at rising to adjourn to 10 a m next day. The Council rose <*t 10,30,
