The Wellington Gas Company's Bill was read a aeooad time, WELLINGTON RECLAMATION. , Mr Johnston moved that the Looal Bills Oommltteo be instructed to bring up * report upon the Reclamation Within the Harbor of Wellington Bill on next sitting day. Considerable discussion ensued, various members of the Committee complaining that tbo motion cast a slur upon the Oorcmittee, who had very onerous duties to pei form. On the other side it was pointed out tint the action of the Com"mlttee promised to result m the Bill being shelved. Both the City Ooanoll and the Harbor Board had agreed to the measure ai a compromise of a longstanding dispute, and were anxious to have it passed into law. The motion was oarried by 29 to 3. GOVERNMENT LOANS TO LOCAL BODIES. Mr Reynolds moved the Becond reading of the Government Loans to Local Bodieß Act Amendment Bill. Dr Pollen said this and the cognate Bills formed part of a great policy, one aim of which was to make the State the universal landlord, and another to make the Treasury a great pawn shop and the Treasurer a pawnbroker and bill discounter on a large scale. He was of opinion that unless the whole financial system ware reconstructed a great crisis would oome upon the colony that- nothing could avert. Considering that another session would shortly be held, he thought they had. better let matters staud as they were, and to that end he moved that the BUI be read that day six months. Mr Reynolds asked why Dr Pollen did not move t) repeal the original Act if his contention wore sound 1 The present Bill provided for matters which experience bad shown were required for the proper working of the Act. After some further debate the second reading was carried by 15 to 14 LOCAL BOIIES LOANS. Mr Reynolds moved the second reading of the Looal Bjdlea Loans Act Amend* ment Bill. The debate w&b interrupted by the 5 30 adjournment, The Council resumed at 7.30 p.m. THS GOVERNOR'S ASSENT. AEsent of the Governor was received to a number of Bills passed this session. LOOAL BODIES LOANS ACT. The debate on the second reading of the Lootl Bodies Loans Aot Amendment Bill was resumed. The motion «raß losb by 14 to 12. SPCOND READINGS. The following Bills were tead a second time :— Weetland and Grey Education Boards Act Continuance BIU. Interpretation Act Amendment Bill, and Building Sooleties Act Amendment Bill. The Council adjourned at 8 o p.m.
