ENGLAND'S PREPAREDNESS.

London, June 5 Lord R. Churchill addressed a meeting at Wolverhampton last night. In the course of his speech he declared that despite the enormous expenditure England was wholly unprepared for war, and he applied to the democracy to insist upon radical reforms m the Admiralty and War office,
