Tho Harbormaster and Pilot used all usual precautions, and that no blame is therefore attached to him, and that ha made every endeavor to reach the ship when she was m danger on the 10;h of May, 1887. I rccommoad that the weather forecast be telegraphed direct to the Harbormaster and Pilot, and tbat he be instructed by the Harbor Board to oom» raunicato the same to tho masters of ships, and If necessary to signal to the masters of ships m the roadstead whin there is no other means of oomraunioatlng the information. lam of opinion that the Harbormaster should be provided with the latest improved rocket life-saving apparatus, and that occasional praefcloa bo made with the same."
