M. de Freycinet, who had been requested by M. Grevy to form a Ministry has declined the task and M. Rouvier has been charged with the formation of a Cabinet.
The Council of State has confirmed* the expunging of the' Orleans Princes from the French army roll.
The Municipal Councils of Lyons and other important towns, have petitioned M. Grevy, president of the Republic, to retain General Boulanger as Minister of War m any Ministry which may be formed.
