A sum of no leaa than one milllaid franca, or forty millions sterling, Is sad to be doe to France by the English Government ander Clause 9 of the private convention <?atod 20th November, 1815. It appears that by the convention eigned In May 1814, Nopember, 1815, and April, 1818, a guarantee fund of 6,500,000f of French Rente, with a capital of 130,000,000^ was transferred to the British Government. M, Biandio, a Deputy, lately proposed to tho Chamber that a Committee be appointed for the purpose of asking the British Foreign Office for an account of these funds, and also for the return of the surplus, with the interest accruing thereon, to the French Troasuiy. 'This ourplua, with the interest, is estimated to amount to one milliard francs. The Committee has been duly appointed, and is now engaged In considering this rather curious financial problem, uilh the aid and under (he auepioeß of the ingenious M. BlandiD, who has been appointed reporter.
