THE RUSSO-AFGHAN COMMISSION.
I St. pEiBBSBtma, May 19, t His Majesty the Czar received Sir Joseph Ridgway and the other English members of the Russo-Afghan Boun* dary Commission at the Gatschiaa Palace yesterday.
(Received May 16, 1.10 p.m.) London, May 16. In his statement m the House of Commons regarding New Guinea, Sir H. Holland further announced that while the official appointed to administer Government would be guided by the Governor of Queensland, later he would be directed to consult his responsible advisers as to the conduct of affairs. The opinions of the Ministry would not, however, be absolutely binding on the Governor*
