BOROUGH COUNCIL
The ordinary fortnightly meeting of the Ashburton Borough Oouncil was held last evening. Present — The Mayor, and Ors Friedlander, Tucker, Sparrow, Keid, Harrison, and Williamson. BURGEES ROLL. At a special meeting, heia prior to the ordinary business being proceeded with, Crs Williamson and Tucker were appointed to sign the burgess list. mayor's statement. The Mayor stated that the debit balance at the bank was £1425 Is 7d. The amounts which had been reoeived since last meeting were' — Earth, 18s; library, 13s; dogs, £1; rents of reserves, £30 ; rates 1887, £78 14s. He had seen the Chairman of the County Council m regard to the calling of a meeting to consider the desirableness of holding a local celebration of the Queen's Jubilee, and .after a consultation it had been decided to defer the matter till after the meeting of the County Council. COREESPONDENCE. Letters were road — (1) From Proprietors of the " Inveroargill Weekly Times " m regard to rate of subscription to be paid by libraries. — (2) From Proprietors of the " West Coast Times " to similar effect. Referred to Library Committee. — (3) From a ratepayer making application for a few weeks work. As there was a standing resolution on the subject the matter was referred to the Workß Committee. — (3) From the Oamaru Borough Council asking the Council's co-operation m urging upon Parliament to vote a sum, of cay £20,000, towards ;the funds of the Imperial Institute. Letter acknowledged, the Council not deeming it as coming within its functions to make any move m the matter. — ('!) From the Council Secretary, asking for c statement of the Borough's indebtedness. The desired information had been supplied. — (5) From the Railway Reform League, forwarding a petition, to be presented to Parlia* ment, for signature. The object of the petition was to secure a trial of Mr Samuel Vaile's proposed system of railway management. — Receipt acknowledged. FENCE. Mr Hepburn asked permission to erect a fence across Moore Street West, m the riverbed. He would leave a gateway for the convenience of the publio, but he wished to have the fence so as to prevent his cattle making their way out of the river-bed. — The Mayor said that he _ belioved that if the Council granted permission to erect the fence, any ratepayer could if he wished remove it as being an obstruction. — Mr Hepburn having withdrawn the Oouncil considered the matter. It was ultimately decided that the request could not be entertained. engineer's report. The* Engineer reported as follows:—Contraot: The coursing of the brickwork of the library building is now completed, and also the concrete channelling on the South East Town Belt, both works contracted for by Mr Crum. — Pound and fencing m paddocks : The little office agreed to be put up at the pound has been finished at a coßt of £4 10s, including painting, and we have also had two small gates made for plantation Nos. 2 and 3, and arranged for putting two additional wires (plain) m the inner plantation fences. — Plantations: We respectfully suggest the advisability of determining the amount and manner of planting to be done this season. In the plantation on the North. West Belt O few trees that are over-crowding others require to be removed, and would be advantageously used for protecting the river bank m the lower paddock. — The labor gang had been employed on the ordinary work. — There were several minor works to be carried out when the wet weather ceased, namely, forming track m No. 1 paddock to enable scavengers to deposit nightsoil, cleaning and making good on the S.E. Beit where cement channelling has been done, also some small protective works m the lower paddock, etc. The clause with regard to plantations was referred to the Works Committee with power to act. FENCING LIBRARY GROUND. The Engineer submitted estimates of cost of fence around the reserve on which the Library and Council Chambers stood.— The matter was deferred till next meeting. winter's road, As the result of a question asked by Cr Tucker, the Workß Committee were directed to report on the water race m Winter's road. CROSSINGS. Tte Mayor drew tho attention of the Council to the bad state of the crossings ia Eaßt street. — The matter was referred to tho Works Committee. RESIGNATION. Cr Bird, who at this stage took his seat, resigned his position on tho Council as he contemplated taking a trip to the Old Country. — Cr Bird's resignation was accepted with regret, Councillors paying high compliments to'that gentleman's ability and integrity, and wishing him an enjoyable trip and Bafe return. PAYMENTS. Accounts amounting to £83 18s 4d were passed for payment, and the Council adjourned. .
