It is reported that the Russian troop at Fenjdeh has been recently reinforced. (PEB STEAMER AT ADELAIDE-) (Received April 28, 2 30 p m. London, April 27. The Governor of Russian Turkestan has been making a tour of the provinces Under his rule, and decreasing taxes, heaping rewards on chiefs, and persuading the Khans to ally themselves closely to Russia by promising high offices m the event of a campaign againßt India. Great dissatisfaction prevails among the Ameer's troops and the garrison at Herat, owing to their being paid m provisions instead of cash. Russian spies, it is asserted, are openly moving about Afghanistan, though the Ameer is taking measures to check them. In a circular copy which has reached Bombay calling upon his subjects to raise a holy war, the Ameer Abdurrahman denounces the Czar as a great tyrant, whose troops are daily advancing. The situation is greatly complicated by the fact that the Ameer is m very bad health. A strategic line of railway to Quetta is complete.
