The " North German Gazette " today publishes a statement from reliable sources that the French Commissioner, Schnoebell, was arrested m German territory on a charge of treason and intriguing m Alsace, and that his arrest was decided upon after convincing proofs of his guilt had been obtained. Bomb, April 25. His Holiness the Pope has offered to mediate between France and Germany relative to the arrest of Commissioner Schnoebell.
