Particulars of the attempted assassination of. the Czar show that the bystanders seized the student who was preparing to place a bomb on the pavement just as the Czar and Czarina were expected. A second student who had a bomb concealed m a bag was seized whilst trying to escape. It is reported that a woman was arrested having a bomb concealed m her muff. On the attempted outrage being revealed to the Czar, he burst into tears.

A constitutional conspiracy has been discovered among the provincial nobility and army. It is feared that the plotters favor the adoption of a Panslavist policy. M. Karaveloff has been arrested.
