Lieutenant Klmball, of the United States Navy, states that eminent engineers have for some months been emp'oyed by the Panama Canal Company m perfecting a plan for constructing dams and looka, lo be substituted for tho o'd plan, which provides for an open cut at the sea level. Lieutenant Klmball Bays that the water m the proposed artificial lake is to be carried at about the 35|metre level. In other words, the proposed arjmmit level is to be at HI feet above the sea lever and the level of the terminal seotions of the canal. At each end of the summit level there must be locks enough to cover this d flerence. The locks, we are told, are to be like those designed by Engineer Mencoal for the canal iv Nicaragua. Tho ne\,7 plan will require at least four looks on eaoh side, or eight m all, and the cost cannot be less than $'287,000,000, without the amount of the obligations incurted already, some $300,000,000. If this plan should be adopted there is a possibility of a shallow canal being open m 1889 or 1890.
