OPENING OF THE REICHSTAG.
Berlin, March 3,
The newly elected Reichstag was formally, opened to-day. The speech of the Emperor on the occasion stated that the policy of the Government
ftotild be continually directed towards Upholding peace with all the Powers, but especially with the immediate neighbors of Germany, and that peace Would be best promoted by the ReichStag expressing the national will regarding the Bill to increase the army.
