THD EMPEROR WILLIAM'S BIRTHDAY.
Berlin, February 26
The Czar has signified his intention of not attending festivities at Berlin on the 23rd Maech to celebrate the 90th birthday of the Emperor William. His reason for this is that the Emperor Francis Joseph of Austria will not be present. The Grand Duke Michael Alexandrovitch will represent the Czar. Archduke Randolph, Crown Prince of Austria, will represent the Emperor Francis Joseph.
