Mr Smith, First Lord of the Treasury, introduced the Parliamentary Procedure Bill. In the course of the debate Mr Gladstone made a speech m which he deprecated the discussion of the Bill m a party spirit. But he considered the proposals of the Government were wholly inadequate. Mr Parnell declared the sole effect of the Bill would be to limit the right of minorities,
