Covstantinopls. February 31. ■ The Bulgarian delegates hate referred the proposals made by the Porte to the Bulgarian Government. The Turkish Government are anxious that a compromise shall be arrived at be* tween the delegates and M. Zankoff. Sir Wra, White, the British Ambassador, has enjoined the delegates to show tact and moderation m thfc negotiations with M. Zankoff.
