Parkes has issued an electoral address, which deals with the policy of the Government more in detail than his speech to the House; He stated that the revenue from Customs duty will be reduced under a tariff more limited than in former years, and the ports of the colony will be virtually thrown ppen \o the tiviliecd wild*
