London, January 10. Lord Iddesleigh, late Secretary of State for Foreign Affairs, has declined to re-enter the Cabinet, either as Lord Privy Seal or as Lord President of the Council.

It is announced that Sir Henry Holland has been appointed Secretary of State for the Colonies. The Hon Henry Stafford Northcote, son of the Earl of Iddeslei^h, has resigned his appointment as Financial Secretary to SurveyorGeneral of Ordnance. It is understood that the Earl of Iddesleigh has taken exception to his being superseded at the Foreign Office.
