Mr Dibbs further accuses the Premier of holding a brief for the Chief Inspector's accounts, and says " you have for months past been engaged, almost to the exclusion ot your duties as Treasurer, m building up the office of Premier out of the attempted wreck of that of the Colonial Secretary, with the result that everything is now m contusion and disorganised."
