LORD RANDOLPH CHURCHILL RESIGNS. [rkutkb s telegrams—copyright ] Londox, December 23. Lord Randolph Churchill, Chancellor of the Exchequer, has resigned, declining to embody in the Budget the Army and Navy Estimates, wnich he regarded as excessive, and not required by the condition of foreign affairs. He also expressed dissatisfaction with the Conservative legislative programme. The Times considers the resignation of Lord Randolph Churchill as ill-timed ard imprudent, and advises a coalition between the Conservatives and Lord Hartington, who it suggests should be leader in the House of Commons. The Marquis of Salisbury supported the Estimates, but Lord R. Churchill regarded them as uncalled for in the present state of foreign affairs. The Times , reviewing the situation, considers that the reconstruction of the Tory Cabinet without the introduction of new blood will not be permanent.
