fREUTER'S TELEGR 4MS— COPYRIGHT. 1 (Received December 8. 11 30 a.m ) New York, December 7The President’s annual message to Congress expresses regret at the actions of the Canadian officials with regard to the Fishery question, which action imperiled the friendly relations between the United States and Canada. A hope is expressed that during the present session negotiations with England would result in a satisfactory settlement of dispute. The message is confident that an understanding will be arrived at with Germany and England which will secure the neutrality 6f Samoa. Alluding to the excess revenue now being realised, the President recommends the re-adjustment of taxation but would not change the present fiscal policy and would continue to collect the chief revenue by import dues. The message urged the suspension of silver coinage and alludes to the significant increase in gold export. (Received Deo. 8, 1.15 p m ) In a report to the Congress the Hon David Manning, Secretary to the Treasury, recommends the removal of the import duties on wool and a reduction of those on woollen goods.
