It is announced that Germany is seeking to arrange a settlement ot the Bulgarian difficulty which shall be satisfactory to both Austria and Russia, whereby Russia would recognise the recently-elected Sobranja and the Great Powers sanciim the Union of Bulgaria and Roumelia. Constantinople, N- vatnber 27. General Kaulbars has left for St Petersburg. Paris, November 27M. de Freycinet, Premier, in a statement in the Chamber to day said Fiance was not affected by the Bulgarian difficulty beyond the general interest of the Powers in preserving the balance of power in the Mediterranean, The Egyptian question, he stated, touched France. Vitally she could not Allow any foreign power to be mistress there. The Government, he added, bad urged upon England the neessity of an early settlement of ihc Egyptian question.
