An Italian Green Book has been published, showing that Italy supported Prince Alexander, of Bulgaria, in the recent crisis in that country, and after his abdication favored the Regency, and deprecated the action of the Russian Government in delaying the settlement of the Bulgarian difficulty. London, November 25. Most of the Powers have assented to the Russian proposal that Prince Nicholas of Mingrelia shall be appointed to the throne of Bulgaria. The British Government have expressed a desire to consult the wishes of the Bulgarian people on the subject Sofia, November 25 It is officially notified that Russian subjects in Bulgaria will be protected by Germany, and those in Roumelia by France. Plots have been discovered among the cadets at a military school in this town with the object of murdering the Regents and other prominent citizens. Several arrests have.been made. The Bulgarian people have expressed themselves absolutely averse to Prince Nicholas of Mingrelia succeeding to the throne of Bulgaria.
