London, November 25 Another encounter has taken place in Kerry between Moonlighters and a body of police, a heavy fusilade being kept up on both sides. Ultimately eight of the incendiaries were captured. THE RENT QUESTION. Refusals of the Irish tenantry to pay their rents are increasing. LIBEL ACTK N. The libel action Adams v Lord Coleridge, Lord Chief Justice, concluded to-day and resulted in a verdict for defendant. THE OCCUPATION OF EGYPT. Pai IS, November 25 A portion of the Parisian press are reviving the controversy in reference to the Government of Egypt and the British occupation of that country. SCENES IN THE FRENCH CHAMBER. In the Chamber of Deputies the debate on the Budget is proceeding. Altercations between Government and their opponents relative to reductions in estimates are of daily occurrence. OPENING OF THE GERMAN PARLIAMENT. Berlin, November 25 The German Parliament was opened to-day by the Emperor, who in his speech, declared that the policy of Germany would be to exert her influence in maintaining an agreement among the Powers. This policy, he stated, was the result of Germany’s earnest desire lor peace, and for preserving the close friendship of her neighbors. THE INCREASE IN THE GERMAN ARMY. In his speech at the opening of the Reichstag to-day the Emperor William announced that the increase in the army had been necessary, owing to the increase which had been effected in the armies of adjoining States. He announced that 41,000 men had been added to the German standing array. REINFORCEMENTS FOR BURMAH. Calcutta, November 25. Five additional native regiments have been ordered to proceed to Burmab. LONDON MARKETS. London. November 26 The weekly returns of the Bank of England published to-day show the proportion of the reserve to liabilities to be 45 per cent., or 3 per cent, higher than last week. The total reserve in notes and bullion is Consols, 102. New Zealand securities—Five per cent. 10-40 loan, xois£ : Four and a Half per cent. 5-30 loan, i Four per cent, inscribed stock, 95 J - Colonial breadstuffs remain unchanged. AQUATIC CARNIVAL. London, November 26 An aquatic carnival was held on the Thames this afternoon in honor of Beach the champion sculler. NON-PAYMENT OF RENT, An extraordinary meeting of the Council has been held in Dublin Castle, General Buller being present.
