Petitions praying for a dissolution of Parliament, signed by 22,000 persons, have been presented to the Governor, but his Excellency declined to grant a dissolution at the present lime. Sydney, November 21. Sir Patrick Jennings, addressing a meeting of his constituents at Dubbo last night, dwelt at some length on the policy of the Government. He announced that the Land and Income Tax Bills would be again introduced. •Bills would be also brought forward for amending the laws te rating land, local government, irrigation and Civil Service. A scheme was being discussed for thorough retrenchment of the Civil Service. POSTAL CONFERENCE. Mfleournb 'ovembe-22. The Argus to-day states that the Postal Conference has decided to adhere to the previous basis agreed upon for postal contract namely, payment of carriage of mails by weight and to call fresh tenders for the service. The details cf the proceedings of the Conference have not yet been made public. _____
