General K miliars is understood to •be seeking a motive for a rupture with the Regency to enable him to return to Russia.

General Kaulbars has intimated to 'he Regency his intention of leaving Bulgaria to-day unless the Prefect and Commandant at Filibe are dismissed, owing to the arrest of one of the Russian Consular servants.

In consequence of the non-com* pliance of the Regency with the request of Russia that the prefect and commandant at Philipopolis be dismissed, owing to the arrest of one of the Russian Consular servants, General Kaulbars and the different Russian Consuls throughout Bulgaria and Roumelia have left their posts. ’The Russian subjects have been placed under the protection of the French Consuls.
