ASHBURTON COUNTY COUNCIL.
The following is the conclusion «>t report of the proceedings of the U on Saturday finance committees report. The Committee appointed to consider the expend.ture in eaeh riding and the separate rates necessary to be struck for the year 1887. in accordance with clause? 145 6, 149, IEO of tt.e Counties Act, 1886, reported having consid-red tht matters referred to i’, and begge.. to recommend the attached resolutions for adoption by th* Coimod for the gnidaned of the Treasurer m keeping the Council’* accounts for the year 1887 The Committee having had an Jnteiview wi h Mr B x'et on the subject recommended to the Council that his services be regained for the Council at the salary of £360 per annum fall time In place rf any proposal for half-time engagement. The following are the resolutions referred to in the f regoing. (1) That for the parp. serf the allocation of the County Income and expenditure for the c ming year, the cost of supply of water, irrigation, and maintenance of water supply be treated as special works for which special funds will have to be provided by district loans, rates, or mileage rater. (2) That the overdraft on October 1 1886 be charged to the general account to be treated as a 6rst liability against the general revenue of ‘be County, (3) That the outstanding rat. g for 1886 be charged to the general account in reduction of the overdraft (4 ) That a part of the Engineer’s and Clerk's salary be charged to the water supply in the proportion that such expenditure hears to the total expenditure upon county works. (5.) That the mainten nca of ah bridges the county hrs constructed be charged to the general account (6 ) That the cost of poisoned grain and other expenditure for the destruction of small birds be allocited to etch riding In the future. (7 ) That iha amount to le spent or. Taylor’s creek improvements : e charged to the general account to carry out the Ceoomtmndation of the Committee, provided that as a general rule, such ex penditare for drainage pu-poses shall be charged to the riding benefited directly or indirectly The Committee recommenced the striking of a £1 In the Mount Hutt, Fangit>ta, bouth Rakda and Uppe>Ashburton Hidings; f’ in the Mount Somers R’diog and 5-lGihs in the Ashburton Riding. The report was adop’od. 1 SBAFIKLD AND RAKAIA WATER SUPPLY. Pursuant to notice Mr Coster moved—- “ That one or more wafer races b tween the headwtiks of the Rakaia-Asbburton water supply and iha sea be enlarged in order to bring d; wn a sufficient snpply of water t? reach the liwer ml cf th? 1 South Rakaia rldin-, the cost to be paid : by County revenue. ” Mr Leadley seconded the motim After discussion the words ‘ the c’st to be paid by County revenue ” were erased, in view of the recommendations of the Finance Committee which had been adopted. Mr Leadley moved Engineer be Instructed to prepare plans and estimates of the erse rf raking an auxiliary supply of water from Wikanui ( creek, such supply to be made to se-ve a* j large an me* of the Ashburton riding as I possible, the cost of the proposed work t? be defrayed from the general County revenue.” ( This motion which was amended in a f similar manner to the f redoing, was seconded by Mr Coster and carried. Mr T A right obtained leave to ho’d over bis notice rf motion with reference to closing cond’-ti'oal water ract's, pending the event of better provision for supplying the Seafiel-f and Rakaia districts wi h water, CEMETERY BOARD. In the exercise of i's functions the ■ Council arpointed Mr John bhfarer a member of the Waterloo Cemetery Board DOG COLLARS It was resolved to call tenders for a supply of dog collars. TEE SMALL BIRDS NUISANCE. The Conned decided to grant the same subsidy as last year towards the destruction cf small birds, v z—ls 6d per ICO for heads and eggs. PAINTING It was resolved *o call for tenders for painting the Connell buildings and fences. BRIDGES. An application by Mr E. Chapman for a bridge over oban-il was granted. wood's creek. The Longhead Road Boad wrote pointing out the necessity of widening and I deepening Wood's creek from Mr Dud ley’s property to west corner of R.S, 1 21245. The Engineer was instructed to report < pn the matter at next meeting. THE DfO NUISANCE, The Mount Somers. Wakanui, Upper Ashburton and Longbeach Boad Boards expressed the’ - v ’bn t«» that clause 13 J of the Dig Registration Act should be ' brought into force within their districts The Ooun-il passed a resolution investing the police with the necessity authority. EGAS. A letter was tend from the Colonial Secretary’s effi-e ftaking that the Govern: ment would grant a bonus of Is each for the beaks of kea*. CHARITABLE AID. A letter was read from the Premier’s office with reference to the repress tation of the County Cancel, and Borough Council of Ashburton, on the United Charitable Aid Board. The C ;nnty and Borough were each entitled to one member, ai d a 1 meeting would be held on the 24 h Inst ' to elect rep-eaentatlves. The County ‘ wonld have three votes and the Barocgh one. A letter was read from the Borough Council asking the County Council to elect both represents Ives Jt seemed the opinion of the Council that the Chairman of the County Council and the Mayor of the Borough should be the Ashbnn on representatives. XHB : MAY-IELD PETITION. A letter was raid from the Colonial Secretary e office stating that oa account of the Council refudng to grant a petition for the constitution of Mayfield R ad District the petitioners had, as provided by the Act, appealed to the Governor The Oounc 1 w rasked to state the reasons that had actuated them' in ref using the ps ition. The Chairman was authorised t > furn’sh the requisite informs ion. r PAYMENTS. The usual mon-hly accounts ware passed fer payment. CLOSfD ROADS A lett.r was read fiom the Chairman of the Rsngitata Road B .ard giving particulars of certain roads which it had been resolved at a masting of ratepayers to close in that d strict. ’ A petition wa :• read a number of settlers objecting to the closing of one of Wjxe roads on the ground that it was the means of communication between Mayfield and Baling The petitioners asked the Council to reverse the decision coma to at the meeting of ratepayers. Consideration xrai pos'ponded till next meeting-Of the Council. NOTICES OF MOTION. Oroy £l2 10•, No 4. J. Oroy £2O ; No 5. R. Bennett £64, No. 6 J. Bishop £9 19t, No. 7, J Bishop £lB 12, No 8, Pearce and Benbow £2l 10 . The Council then adjourned.
