[reuter's telegrams — copyright ] Sofia, (icober 23 General Kaulbars, the Russian agent, has arrived in this city from SRustchuk, his object being to delay the meeting of the Sobranje. The Bulgarian Government have issued a circular note to the Powers formally announcing that the Grand Sobranje will meet at Tirnova on the 31st inst. Their first proceedings will be to verify the legality of the elections. They will then proceed to elect a Prince.
